Updates have been made to CAI 119 Excessive Venting - Gas Facility and CAI 121 Excessing Venting - Oil/Bitumen Battery. 

The total vent threshold has been decreased from 30 103m3 to 15 103m3 . These changes will be applied to the August 2017 production month forward. The Petrinex TIP, which details all AER CAI revisions, can be found on the Petrinex website under Tips & Alerts

EPAP on PETRINEX is Now Live

The Enhanced Production Audit Program (EPAP) on Canada’s Petroleum Information Network (PETRINEX) is now live and available to business associate (BA) users if access has been set up by their PETRINEX user security administrator (see below for details). This represents a change in the way industry reports information related to the Alberta Energy Regulator’s EPAP. Industry will now be completing all EPAP reporting activities through PETRINEX.

The following is a list of final activities for getting ready for the new process, key dates, and available resources for support:

  • User Security Administrator (USA) Tasks: As of October 3, 2014, BA USAs can, through PETRINEX, assign appropriate roles to users of the new EPAP functions. See section 2.3 in the Industry Readiness Guide posted at www.petrinex.ca/190.asp for more information.
  • PETRINEX EPAP Training Modules: These modules are available through the PETRINEX Resource Centre at www.petrinex.ca/17.asp. If you do not have access to the PETRINEX training modules, please follow the directions provided in section 2.5 in the Industry Readiness Guide.
Key Dates
  • November 30, 2014: Deadline for submitting EPAP declarations for the declaration month of September.
  • December 31, 2014: Deadline for submitting EPAP declarations for the declaration months of June, July, August, and October.
    • Note: The deadlines for declaration months June, July, and August have been extended to December for 2014 only.
  • Subsequent Monthly Reporting Deadlines: EPAP declarations must be submitted by the last business day two months after the declaration month. The deadlines for all reporting to PETRINEX (including EPAP declaration reporting) are provided on monthly reporting calendars on the PETRINEX website at www.petrinex.ca/49.asp.

Removal of Operator Access to EPAP System via AER DDS

To prepare for the transfer of data to the new EPAP system at PETRINEX, Operator access to the EPAP System via DDS will be permanently removed as of September 15, 2014.

All future EPAP reporting will be completed through the EPAP system on PETRINEX, which will go live in October 2014.

Operators with a Defined EPAP Declaration Month of June, July or August

On May 9, 2014, the Alberta Energy Regulator (AER) issued Bulletin 2014-18 announcing that industry reporting related to the AER’s Enhanced Production Audit Program (EPAP) would be moved to PETRINEX effective October 2014. This transition applies to all operators with business associate identifications (BAIDs) applicable to EPAP.

To prepare for the transfer of information to the new EPAP system at PETRINEX, the last declarations to be submitted within the current EPAP system will be from those operators with BAIDs that have a declaration month of May 2014 and a submission deadline of July 31, 2014.

If an operator’s declaration month is June, July, or August, submissions will be accepted by PETRINEX only. These operators have a submission deadline of December 31, 2014. It is important to note that neither the declaration period nor the operator’s declaration month is changing. The extended December 31, 2014, deadline for June, July, and August declaration months is a one-time exception due to the implementation of the new system. In 2015, declaration submission deadlines will return to the original schedule based on declaration month.

EPAP Compliance Assessment Report Issues

The current EPAP Compliance Assessment Report for the December 2013 production month is incomplete within the EPAP System. The AER IT group are working on resolving the issue. A notice will be posted when the complete report is available.

Over the summer months, the Alberta Energy Regulator (AER) and Petrinex developed a business case for a custom build re-development of the Enhanced Production Audit Program (EPAP) computer system that would be developed by and hosted at Petrinex. The new EPAP computer system would include the current EPAP functionality plus identified functionality gaps and recommended refinements.

The Petrinex Advisory and Steering Committees endorsed and approved the business case in August 2013 and AER executive management endorsed and approved the business case in October, 2013. This means that the EPAP computer system will be redeveloped at Petrinex and the work on the project is currently underway with October 2014 as the anticipated go live date.

The Production Audit Team (PAT) and the EPAP Project Team is currently engaged with members of the EPAP Stakeholder Committee to discuss proposed system refinements that will be realized through the EPAP/Petrinex project.

Industry will continue to utilize the current AER EPAP System until a formal announcement has been made that the EPAP reporting has gone live on Petrinex.

Operational Status – EPAP System vs. Petrinex

The Operational Status of a facility as identified on the Facilities tab in the EPAP System may not always be comparable to that indicated in the Facility Infrastructure Data section on PETRINEX.

This inconsistency is due to a scripting issue within the System that is currently being reviewed by AER IT personnel. In the interim, it is suggested that companies review the information available on PETRINEX to confirm the operational status of all facilities.

Declaration Reporting- Suspended Facilities

When submitting an annual Declaration, companies may choose any one of the following reporting options to account for facilities with an operational status of SUSPENDED at the end of the Declaration period.

  • Controls exist for facility,
  • Theme is applicable but Controls do not exist because facility is Suspended, OR
  • Theme is not applicable because facility is Suspended

NOTE: **If all facilities associated with the BAID have been suspended during the entire Declaration period, an annual Declaration may not need to be submitted.

The following spreadsheet has been created to clarify Facility Subtype applicability to the reporting Themes associated with an EPAP Declaration.

The intent of this document is to provide guidance during the completion of a Declaration; however, Industry is cautioned to be aware that site-specific issues may dictate the reporting for certain facilities.

Message to Industry regarding the Enhanced Production Audit Program (EPAP) – RSAM System ability to accept 2012 Declaration Submissions

The EPAP System currently has the ability to accept Operator 2012 Declaration Submissions. Those Operators with Declaration months of January through August inclusive will be given until November 30, 2012 to complete the 2012 Declaration submission. For all other Operators, Declarations will be due by the end of the second month following the end of the Declaration period.

In addition, EPAP System functionality changes have been made to the Declaration submission process. Step-by-step instructions on how to submit your 2012 Declaration can be found below.
