The Alberta Energy Regulator (AER) is seeking public feedback on its draft directive on benzene emissions from glycol dehydrators (dehydrators and refrigeration) at upstream oil and gas operations.
The draft directive is a consolidation of previously documented requirements as well as clarifications and best-practice guidance on the proper measurement and reporting of benzene emissions from upstream oil and gas operations. Requirements related to site-level benzene emissions from all sources (including glycol dehydrators)—requirements previously in AER Directive 060: Upstream Petroleum Industry Flaring, Incinerating, and Venting—have been moved into draft Directive 039: Revised Program to Reduce Benzene Emissions from Glycol Dehydrators. The draft directive also clarifies the use of, and the reporting of results from, existing and new benzene emissions control technologies. Please see the “What’s New” section of the draft directive for a complete list of revisions.

Feedback will be accepted until January 30, 2018. All feedback received will be reviewed and may be considered when the draft directive is being revised further or finalized. All feedback provided to the AER through this consultation will form part of the public record, and any feedback received may, at the discretion of the AER, be attributed to the specific individuals providing it. Personal information provided with feedback will be collected, used, and disclosed in accordance with the Freedom of Information and Protection of Privacy Act.
