Release Date
Today, we published a revised edition of Manual 023: Licensee Life-Cycle Management. The manual provides information and details on processes that support Directive 088: Licensee Life-Cycle Management.
The following revisions were made to the manual:
- The mineral lease expiries parameter calculation is now based on the number of unabandoned wells that remain after the 12-month deadline in the notice of noncompliance.
- Clarified how overhead costs are considered with eligible closure spending.
- Clarified how spending related to a site-specific liability assessment (SSLA) should be reported across applicable spend categories, including that the cost of completing the SSLA report can be reported under the “Additional ESAs” type.
- Clarified how security deposits collected as part of compliance actions may be allocated within the applicable three-year rolling period when a licensee has a shortfall in its annual licensee quota.
