New Edition of Manual 015

Release Date

Today, we released a new edition of Manual 015: Estimating Methane Emissions, which contains guidance for estimating methane emissions from flaring, incinerating, and venting in Alberta at all upstream petroleum industry wells and facilities. These changes align with the March 27, 2026, release of Directive 060: Upstream Petroleum Industry Flaring, Incinerating, and Venting in response to Ministerial Order 10/2026 (see Bulletin 2026-12). The changes relate to the following:

  • monthly reporting of volume of unlit flare gas, effective January 1, 2030
  • unlit flare gas contributing to total vent volumes
  • an equation for estimating unlit flare gas
  • inspection of all permanent and temporary flares installed, replaced, or relocated on or after January 1, 2030
  • fugitive emissions screenings every two weeks on all active flares, effective January 1, 2030
  • record retention of biweekly flare stack screenings and maintenance activities
  • glycol dehydrators vent gas emissions reporting as required by Directive 039: Revised Program to Reduce Benzene Emissions from Glycol Dehydrators
