Lewis Commercial SAGD Project
The Alberta Energy Regulator (AER) has received OSCA Applications No. 1962328 and 1962317, and EPEA Applications No. 089-00000094 and 002-00392715, submitted by Suncor Energy Inc. (Suncor). These four applications were submitted as two integrated application packages: one proposing amendments to Suncor’s Base Plant OSCA and EPEA approvals, and the other proposing amendments to Suncor’s Lewis Commercial SAGD Project OSCA and EPEA approvals. The AER is currently reviewing the applications.
This notice sets out the deadline for filing a statement of concern under the section How to File a Statement of Concern.
Description of the Applications
To be known as the Base Plant-Lewis Project, Suncor has applied under the OSCA and EPEA to integrate the Lewis Commercial SAGD Project with the Base Plant oil sands processing plant. Fluids from the initial Lewis SAGD well pads will be processed using existing infrastructure at Base Plant. Steam for the initial Lewis SAGD well pads will also be generated at Base Plant.
New assets and infrastructure required for the project include a new Lewis Project field terminal, a new water treatment facility at Base Plant, a new natural gas supply line, and portions of an intersite multi-use corridor containing a disposal pipeline, power line, access road, steam transmission pipelines, and an emulsion pipeline. Suncor is also proposing amendments to the locations and arrangement of the initial well pads, gathering pipelines, and supporting infrastructure at the Lewis Commercial SAGD Project. The subject applications do not include portions of the intersite multi-use corridor that are located outside the approved Base Plant and Lewis Project areas and will be the subject of future regulatory applications.
The Lewis Commercial SAGD Project is currently approved for four phases of 40,000 barrels per day (bpd) each and represented by four central processing facilities (CPFs). The proposed Base Plant-Lewis Project amendments removes two phases with two CPFs (80,000 bpd total) of processing capacity at the Lewis Commercial SAGD Project by leveraging available capacity within existing Base Plant processing infrastructure. The project would support continued bitumen production beyond the life of mining operations.

Requirement to File a Statement of Concern
If you have concerns with these applications, you must file a statement of concern as described below. If you do not file a statement of concern, the AER may approve the applications without further notification.
How to File a Statement of Concern
For your submission to be considered a valid statement of concern, it must be filed by 11:59 p.m. on September 11, 2026. Send one copy of your statement of concern to Suncor at the name and address above and one copy either online via the AER’s web-based form or by mail or email:

Contents of a Statement of Concern
For your submission to be considered a valid statement of concern, it must include
- why you believe that you may be directly and adversely affected by a decision of the AER on the applications;
- the nature of your objection to the applications;
- the outcome of the applications that you advocate;
- the location of your land, residence, or activity in relation to the location of the energy resource activity that is the subject of the applications; and
- your contact information, including your name, address in Alberta, telephone number, and email address or, if you do not have an email address, your fax number.
The AER also requests that you include the application number in your statement of concern.
Confidentiality
Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want to appear on or are not authorized to put on the public record. Section 49(2) of the Rules of Practice states how to apply to the AER for an order to keep information confidential. The Rules of Practice is available on the AER website.
Jurisdiction
Submissions relating exclusively to compensation for land use are not dealt with by the AER and should be referred to the Land and Property Rights Tribunal (formerly the Surface Rights Board).
Under section 21 of the Responsible Energy Development Act, the AER does not have the jurisdiction to assess the adequacy of Crown consultation associated with the rights of aboriginal peoples as recognized and affirmed under the Constitution Act, 1982.
