Description of the Proceeding
On July 15, 2025, Tourmaline applied under the Pipeline Act and Directive 056: Energy Development Applications and Schedules to amend pipeline licence 62758-5. The amendment proposes changing the licensed substance from sour natural gas to sweet natural gas, reducing the Emergency Planning Zone to zero kilometres, decreasing the setback to the pipeline right of way, and changing the pipeline category to non-sour service natural gas. TykeWest and Northrock filed statements of concern regarding the application.
TykeWest and Northrock also filed applications seeking orders declaring Tourmaline to be a common carrier of gas produced from the Cabin Creek Dunvegan and Charlie Lake pools. TykeWest filed application 1958059 on June 14, 2025, and Northrock filed application 1959278 on October 1, 2025. Both applications concern the gas gathering system from the compressor at 05-09-055-03W6M to 14-09-058-02W6M, with the produced natural gas ultimately transported to the Pembina Kaybob Gas Plant No. 3.
As of September 25, 2026, proceeding 467 also includes Northrock’s regulatory appeal of the AER’s March 14, 2025, decision to issue pipeline licence amendment 62758 to Tourmaline (formerly proceeding 469). Northrock requested a regulatory appeal under section 38 of the Responsible Energy Development Act on April 14, 2025, and the AER granted the request on June 24, 2026. The regulatory appeal concerns the AER’s decision to amend the maximum operating pressure of Tourmaline’s Cabin pipeline. The purpose of the regulatory appeal is to determine whether the AER should confirm, vary, suspend, or revoke its decision to approve the pipeline licence amendment.
