Oil and Gas Liability
A new edition of Directive 011 was released in February 2025, reflecting the replacement of the liability management rating (LMR) and licensee liability rating (LLR) programs (see Bulletin 2025-04). A second release of Directive 011 in August 2025 incorporated administrative changes (see Bulletin 2025-26). As of August 2025, the total estimated liability is about $37.9 billion.
We continue to update estimated liabilities and are considering using available information, such as reported closure spending, to provide a more up-to-date estimate of liabilities. We will continue to improve the estimation of liability for wells and facilities.
A company can view the full breakdown of their estimated liability through the OneStop Liability Assessment Report. Liability information is updated daily, and licensees can see a select amount of historic liability information.
