New Editions of Directive 056 and Manual 012

Release Date

Today, we released new editions of Directive 056: Energy Development Applications and Schedules and Manual 012: Energy Development Applications. We revised the existing requirements for pipelines transporting carbon dioxide, hydrogen, or hydrogen blends to provide clarity and address the questions we commonly receive from pipeline applicants.

We revised the directive as follows:

  • Table 3 now clarifies that pipelines transporting carbon dioxide, hydrogen, or hydrogen blends are included in the “Pipelines, other” category.
  • Section 6.6.5 now includes pipelines transporting hydrogen and hydrogen blends.
  • Section 6.6.5 now includes a new requirement for professional sign-off on an engineering assessment for pipelines transporting carbon dioxide, hydrogen, or hydrogen blends.

We revised section 6.5.8.15 of Manual 012 to

  • specify the documentation required in an engineering assessment for pipelines transporting hydrogen or hydrogen blends;
  • highlight the existing requirements in CSA Z662: Oil and Gas Pipeline Systems for engineering assessments of carbon dioxide pipelines, addressing operating conditions and closure parameters of sectionalizing valves or automatically actuated emergency shutdown devices; and
  • revise an existing submission timeline for dispersion modelling and emergency response plans (ERPs) for carbon dioxide pipelines. These documents must now be submitted before pipeline operations begin, rather than at the licence application stage. This adjustment ensures consistency with the established ERP submission process and any applicable dispersion modelling for all other pipelines, including hydrogen pipelines, as outlined in Directive 071: Emergency Preparedness and Response. Section 3 of Manual 026: Emergency Preparedness and Response Guide explains when dispersion modelling is required as part of the quantitative consequence analysis.
