Rescission of Manuals 001, 002, and 005

Release Date

Effective immediately, the following inspection manuals have been rescinded:

  • Manual 001: Facility and Well Site Inspections
  • Manual 002: Drilling Waste Inspections
  • Manual 005: Pipeline Inspections 

These manuals were provided as a consolidated reference to assist users in navigating existing AER requirements. They did not contain new or unique requirements and were not regulatory instruments. 

All underlying requirements remain in effect. Duty holders remain responsible for complying with all applicable AER legislation, rules, and directives. These requirements are available on our website. General information about our inspections and audits program is also available on our website.

During compliance activities, AER staff may

  • access a licensee’s operations or controlled areas,
  • inspect a licensee’s activities, and
  • review all books, records, and documents that pertain to the construction, operation, and maintenance of a well site or facility. 

Interfering with or failing to assist the AER in exercising this authority may constitute an offence under section 96, Part 15, of the Oil and Gas Conservation Act. Compliance staff have various tools available to them when dealing with industry compliance issues, including education and enforcement actions of varying severity.
