The Alberta Energy Regulator (AER) has received Oil Sands Conservation Act (OSCA) application 1962232 and Environmental Protection and Enhancement Act (EPEA) application 001-511845 from Spur Petroleum Ltd. (Spur).
This notice also sets out the deadline for filing statements of concern on both applications. See the section below on how to file a statement of concern for filing dates.
Description of the Applications
Spur Petroleum Ltd. (Spur) has proposed to develop the McMullen Thermal Pilot Project for a bitumen recovery scheme in the Athabasca Oil Sands Area located within Township 79, Range 1, West of the 5th Meridian(W5M) and includes portions of Sections 10, 11, 12, 15, 22, 23, and 24, as well as all of Sections 13 and 14.
Spur has applied to obtain regulatory approval under the Environmental Protection and Enhancement Act (EPEA) and amend the Oil Sands Conservation Act (OSCA), Approval No. 11494C to expand and modify the existing scheme by incorporating an existing well pad that was previously used for primary oil production and increasing the approved production capacity from 80 m³/day (500 bpd) to 159 m³/day (1,000 bpd). The development will initially include two cyclic steam stimulation (CSS) wells, with an additional two to three wells potentially added based on project performance. The project will use modular surface facilities, including a once-through steam generator (OTSG), water treatment systems, production handling equipment, and storage tanks, with no central processing facility (CPF). First steam is anticipated in the first quarter of 2027, and decommissioning and reclamation activities will commence following the end of the Project's estimated 10-year operational life.

Requirement to File a Statement of Concern
If you have concerns with these applications, you must file a statement of concern as described below. If you do not file a statement of concern, the AER may approve the applications without further notification.
How to File a Statement of Concern
For your submission to be considered a valid statement of concern, it must be filed by 11:59 p.m. on September 07, 2026. Send one copy of your statement of concern to Spur Petroleum Ltd. at the name and address above and one copy either online via the AER’s web-based form or by mail or email:

Contents of a Statement of Concern
For your submission to be considered a valid statement of concern, it must include
- why you believe that you may be directly and adversely affected by a decision of the AER on the applications;
- the nature of your objection to the applications;
- the outcome of the applications that you advocate;
- the location of your land, residence, or activity in relation to the location of the energy resource activity that is the subject of the applications; and
- your contact information, including your name, address in Alberta, telephone number, and email address or, if you do not have an email address, your fax number.
The AER also requests that you include the application number in your statement of concern.
Confidentiality
Section 49 of the Alberta Energy Regulator Rules of Practice (Rules of Practice) requires that all documents and information filed in a proceeding be placed on the public record. If you file a submission, you must not include any personal information that you do not want to appear on or are not authorized to put on the public record. Jurisdiction
Submissions relating exclusively to compensation for land use are not dealt with by the AER and should be referred to the Land and Property Rights Tribunal (formerly the Surface Rights Board).
Under section 21 of the Responsible Energy Development Act, the AER does not have the jurisdiction to assess the adequacy of Crown consultation associated with the rights of aboriginal peoples as recognized and affirmed under the Constitution Act, 1982.
