Regulatory Appeal of the Pooling Delineation Approval and Off-Target
Penalty Approval Issued to Canadian Natural Resources Limited
The Alberta Energy Regulator (AER) will hold a public hearing for a regulatory appeal of the AER’s decision to issue a pooling delineation approval and an off-target penalty approval to Canadian Natural Resources Limited. The hearing will be held at Govier Hall, 250 – 5 Street SW, Calgary, Alberta, starting on September 22, 2026, at 9:00 a.m. The hearing will be video webcast at www.meetview.com/aer2026/.
Should members of the public choose to observe the hearing in-person, they should be aware that they may be captured in the live stream video.
The live stream video of the hearing will not be recorded and will not be available for viewing later. Transcripts of the hearing will be posted on the AER’s website.
The AER issued a notice of hearing on December 17, 2025. All parties must be present to register at the start of the hearing.
Description of the Proceeding
On July 28, 2025, the AER received a request for regulatory appeal from North 40 Resources Ltd. under Division 3 of the Responsible Energy Development Act and Part 3 of the Alberta Energy Regulator Rules of Practice, of the AER’s decision to approve Canadian Natural’s pooling delineation application 1956737 (requesting the amalgamation of the Wayne-Rosedale Lower Mannville H Pool and Wayne-Rosedale Basal Quartz Q5Q Pool) and application 1956738 for an off-target penalty on North 40’s well at Legal Subdivision 16 of Section 15, Township 28, Range 19, West of the 4th Meridian.
The AER granted North 40’s request for regulatory appeal on November 6, 2025.
The purpose of the hearing is to determine whether the AER should confirm, vary, suspend, or revoke its decisions to approve the applications.
