We are seeking feedback on the proposed Directive XXX: Applications for Primary Recovery Schemes Within Oil Sands Areas. The proposed directive sets out the application requirements for new primary recovery scheme approvals, amendments to existing approval areas, and requests to remove areas, deposits, or both from existing schemes.
The proposed directive will replace Information Letter 85-12 and provides updated and consolidated requirements for filing primary recovery scheme applications.
The draft directive includes the following requirements:
- notification to mineral rights lessors and lessees, except the Crown, within a quarter section of the proposed primary recovery scheme area boundary;
- information required for the notification, including the actions recipients may take if they have concerns; and
- application package information, including the proposed approval area boundary, a mineral rights ownership table, applicable deposits and formations, offsetting scheme boundaries, buffer zone distances, a development plan, and a Notification Declaration.
