Water Licensing System Outage

Water licensing systems will be unavailable from May 9 at 4:00 p.m. to June 2 at 10:00 a.m. while we move data from Government of Alberta systems into OneStop.  

Industry will not be able to submit Temporary Diversion Licence applications in WATERS, access WURS for reporting, or submit Term Licence applications via email after 4:00 p.m. on May 9. This applies to renewals, cancellations, and amendments.

Water Licensing in OneStop

On June 2, 2025, the AER will begin to use OneStop to process applications for energy- and mineral-related water use licences (including temporary diversion licences) and water use submissions.

Associated acts, regulations, policies, and requirements for provincial water resources are not changing. Criteria for how water use licences are approved under the Water Act remain unchanged.

About OneStop

OneStop is the AER’s application review technology that processes energy- and resource-related applications in Alberta. 

When an operator submits an application into OneStop, the technology uses a complex set of rules to determine the necessary level of review. Lower risk applications (or components of an application) can be approved automatically through OneStop within minutes, as they’re considered routine with no impact on public safety or the environment. All other applications (or components of an application) are redirected to technical experts for additional review and assessment.
