Today, we released a revised edition of Directive 055: Storage Requirements for the Upstream Petroleum Industry. We revised the directive to include a new section on positive pressure systems (section 3.9) and clarifications to section 5.4 regarding the release of collected surface water.
Section 3.9 – Positive Pressure Systems
We added section 3.9 to clarify how Directive 055 applies to positive pressure systems (e.g., vapour-tight tanks) used to store well production. Earlier versions of the directive addressed certain positive pressure systems. As equipment designs and uses have evolved, we are providing updated direction to support consistent application of environmental safeguards for these evolving systems.
Positive pressure systems, as described in the updated directive, are considered process vessels and not conventional storage tanks. Directive 055 secondary containment requirements apply to these types of systems unless the systems are equipped with the safeguards noted in the directive.
Section 5.4 – Surface Discharge of Collected Surface Run-on/Runoff Waters
We revised section 5.4 to clarify when collected surface water may be released to the environment and when additional assessment or management is required.
We have clarified that the screening criteria, such as chloride content, do not apply to collected surface water that has traversed an area of known or suspected contamination. In such cases, licensees will be required to assess, manage, treat, and dispose of the contaminated water in accordance with applicable regulatory requirements, including relevant remediation and environmental quality guidelines.
This clarification supports consistent and defensible decision making, which improves alignment with environmental protection expectations.
